Please refer to paragraph 2 on page 9 of 12 (pdf page 9 of 377) for Coastal Commission’s conclusions regarding groundwater contacting the bottom of the ISFSI. Here it concluded that “Increases in the water table elevation related to sea level rise could potentially lead to intermittent ... groundwater contact with the base of the ISFSI toward the end of the proposed 35-year life of the project. However, the design of the ISFSI is such that there are multiple barriers, including the 3-foot thick foundation pad and the steel cavity enclosure container (CEC), between the groundwater and the fuel storage casks, and limited contact with groundwater would not undermine the structural integrity of the ISFSI during the proposed project life.”

Document should be referenced for special condition #2, which requires SCE to return to apply for an amendment to retain, remove or relocate the ISFSI. This condition requires, among other things, a review of current and future coastal hazards in year 2035.

Use, maintenance, and decommissioning of existing offshore improvements associated with the San Onofre Nuclear Generating Station (SONGS) Units 2 and 3, consisting of two offshore intake conduits and two offshore discharge conduits and associated
appurtenances, five navigational and monitoring buoys, one fish return conduit, four Large Organism Exclusion Devices, and riprap.

Contains lease provision #14, which requires among other things, that SCE shall provide annual SLR vulnerability report, using OPC 2018 H++ and medium-high projections. Lease provision #14 also requires quarterly groundwater elevation data collected from onsite monitoring wells.

SCE is required to provide this report annually to the California State Lands Commission per our decommissioning lease provision 14 which requires us to comply with applicable provisions/standards addressing sea-level rise that are required or adopted by local, state and/or federal agencies.
